Say you've decided how the site's going to be organized, where everything is going to go on each page and what it's going to look like. The next step is to actually build (or code) the pages. Don't know your HTML? Here are some good places to start:
Open Source Web Design: A community of web designers who make their work free to anyone who wants it. The quality can vary, but a great way to learn is by downloading the files you love and going through the code to see how they were created.

Webmonkey: This was originally the Web site for Wired Online's tutorials and coverage of all things internet code.
